Alabama FORTIFIED Roof Grants: Up to $10,000 Through the SAH Program

Strengthen Alabama Homes can help pay for eligible work that brings a home to the FORTIFIED Roof standard. The advertised maximum is not an automatic award, and a contractor’s quote is not grant approval. Follow the program’s sequence before committing to work you expect it to fund.

Schedule checked September 23, 2026. The official 2026 schedule lists the next application openings as October 6 at 9 a.m. for Mobile County and October 8 at 9 a.m. for Baldwin County. Applications are limited by available funding. Recheck the live grant schedule before applying; this article does not show whether a place is currently available.

The program homepage also retains an announcement about a November 2025 opening in additional counties. Do not treat an old announcement as a new statewide application window. Use the dated schedule and ask SAH about any uncertainty involving your county.

Build the application file before the opening

The example below follows the official document categories. It is an organizing example for a homeowner with a separate wind policy; it is not a real applicant, completed application or award. Use SAH’s current portal and notices to determine what your own file requires.

Income file
The prior year’s filed federal 1040 or 1040-SR, or the applicable Social Security benefit statement. A state Alabama Form 40 is not the federal return requested by SAH.
Insurance file
The homeowners declarations page and separate wind declarations when wind is insured separately. Include the required flood coverage documentation when the property is in a Special Flood Hazard Area.
Disclosure file
The completed, notarized Vendor Disclosure form. A form downloaded but not completed and notarized is not a finished submission.

The official application instructions describe these records and the seven-day upload period after application submission. Use the program’s requested documents rather than sending an assortment of insurance bills, unrelated tax attachments or a contractor quote. Keep tax and insurance records in the official application process; this article and Ridgeline’s quote form do not collect them.

A document mismatch you can catch before submitting

In this organizing example, the homeowner has a homeowners declarations page but the wind coverage is on a separate policy. Uploading only the first document leaves the wind-policy evidence incomplete. The useful preflight is to match each requested category to its actual document, check the property and policy period, and then record the upload confirmation. Having a file on your computer is different from submitting it successfully.

A grant file from application to designation
StageRecord to keepWhat the record establishes
ApplicationSubmitted application and document-upload confirmationYou submitted the file; this is not an award.
Document reviewSAH email or portal notice requesting the next stepWhether more information is needed or evaluator selection can proceed.
EvaluationEvaluator’s report and program resultThe proposed mitigation scope and whether the home can proceed.
Three bids and awardAll bids and the actual award noticeThe stated grant amount and the proposed homeowner balance.
Work and closeoutContract, authorized changes and issued designationThe agreed work and completed designation evidence, not an assumed future certificate.

The SAH program process moves from reviewed documents to evaluator selection, evaluation, three contractor bids and the award decision. The grant amount is not shown until all three bids are received. Keep each notice with the corresponding record so that a quote, an application confirmation and an award do not become interchangeable in your planning.

Put the required action beside its deadline

The March 2026 FAQ says applicant actions cannot sit for more than seven days and defines the 90-day completion period as award through evaluator upload of the certificate. Record the actual dates from the program notices. A roofing completion date alone does not establish that the closeout requirement was met. See FAQ 15 and the current program notices.

Notice received
Record the notice date and keep the original message.
Action required
Write the requested action, the person responsible and the stated due date in one place.
Action completed
Keep the portal confirmation or the program’s response. Follow up on an error instead of treating an attempted upload as accepted.

This record format is an organizational aid, not an extension of a deadline. It also makes a stalled file easier to explain to SAH without sending the entire history again.

Check eligibility before paying for an evaluation

The SAH FAQ updated March 26, 2026 describes an owner-occupied, single-family primary residence in an eligible application area. It excludes several property types and homes listed for sale. It also addresses property condition, insurance, applicant documents and recent insurance-claim restrictions. Check those requirements against your situation with SAH.

The evaluator sets a separate fee paid by the applicant, and not every evaluated home qualifies. Ask about that fee before choosing an evaluator. An evaluation expense does not reserve a grant or guarantee that the final work will fit your budget.

Separate the grant ceiling from your total commitment

SAH’s current FAQ states a mitigation grant ceiling of $10,000. Your award notice establishes your amount. You are responsible for the amount above it, and additional work outside the program’s scope needs its own agreement. Do not assume upgrades or concealed repairs will be absorbed by the grant.

Record these amounts before signing

  • Evaluator fee and when it is due.
  • Approved mitigation bid and actual grant award.
  • Your balance and the contractor’s payment terms.
  • Excluded work, selected upgrades and how unforeseen work is authorized.

Use the amounts in your own documents. A maximum advertised benefit is not a project price.

The March 2026 FAQ sets short applicant-response requirements and a completion period after award. Read each notice promptly and ask SAH to resolve a deadline question. Do not start grant work before the program authorizes it, and do not assume the process can pause while you arrange additional funding.

Know which FORTIFIED level the program supports

SAH identifies FORTIFIED Roof as its supported level. IBHS describes roof-system measures such as improved deck attachment, a sealed roof deck and enhanced edge details. Read the IBHS Roof overview for the distinction between a standard replacement and the designation requirements.

FORTIFIED Silver and Gold are different levels. The engineered continuous load path from roof to walls to foundation belongs to the Gold requirements; do not assume that a Roof-level grant includes that whole-home work. For a wider explanation, use our FORTIFIED guide.

Keep approval, workmanship and insurance questions with the right party

SAH decides program eligibility and award administration. The contractor’s agreement sets the work and payment obligations. The evaluator and IBHS designation process address the certification evidence. Your insurer explains what the completed documentation means for your particular policy.

Keep copies of the award, contract, approved changes and designation. Do not treat a discount estimate as cash available to pay the contractor, and do not infer a manufacturer warranty from the FORTIFIED certificate.

Ridgeline Construction can discuss the proposed roof work. Request a FORTIFIED roof assessment and tell us which stage you have reached. Submit applications and eligibility questions through the official SAH program; a roofing consultation does not approve a grant.

Frequently asked questions

Should I send my tax return or insurance declarations through a roofing quote form?

No. Keep application records in the official Strengthen Alabama Homes process and follow the program’s document requests. A roofing consultation can address the proposed work, but it does not replace the application portal or establish that documents were accepted.

Can I treat an application confirmation as money available for the roof?

No. Confirmation of submission is different from an award notice. Plan from the program’s actual decision, the approved work and your written payment obligations. Keep evaluator charges, excluded work and any homeowner balance visible rather than assuming the advertised maximum will cover them.

What should I keep when the program asks me to take another step?

Save the notice, its date, the requested action and the stated due date. After completing the step, retain the upload confirmation or program response. A file saved on your computer or an attempted upload is not the same as confirmed submission. Resolve deadline or portal questions directly with SAH.
