Roof Replacement in Spanish Fort and Daphne: Permits and Scope

A roof replacement in Spanish Fort or Daphne starts with two decisions: what work the home needs and which authority controls the permit. A nearby address can fall under a different department, with different adopted provisions. Settle that before comparing proposals that claim to meet “coastal requirements.”

This guide helps you connect the address, proposed roof assembly, optional FORTIFIED designation and final records. It does not assign a universal wind speed, material rating or price to every Eastern Shore home.

Start with the property, then follow the right route

  1. Confirm the parcel's permit jurisdiction

Use the property address and parcel record, not the mailing city alone. If the boundary is unclear, ask the department to confirm responsibility before submitting an application.

  2. Get the applicable requirements into the scope

Ask the contractor to identify the adopted code and amendments, required roof documents and permit checks for this project. Have the department resolve an uncertain requirement.

  3. Compare the same roof assembly

Identify removal, deck work, underlayment, roof covering, flashing, ventilation and disposal. If a designation is proposed, add its evaluator and documentation requirements explicitly.

Official routes for the Eastern Shore
Property jurisdictionWhere to verify
Spanish FortCity building department: the page checked September 23, 2026 lists the 2018 IRC under Ordinance 541-2019. Confirm the amendments and roof-specific requirements for your permit.
DaphneCity building department: the current page lists the 2024 IRC with amendments under Ordinance 2026-22. Do not apply a neighboring city’s edition by assumption.
County jurisdictionUse Baldwin County’s jurisdiction guidance and permit map. A Baldwin County postal address alone does not establish county permitting responsibility.

Daphne’s published permit ordinance expressly includes roofing and reroofing. Spanish Fort provides its application route through the department page above. Ask about your exact work before it starts; a contractor’s schedule does not replace authorization.

Decide whether the proposal includes a designation

A building permit, a manufacturer warranty and a FORTIFIED designation answer different questions. Do not accept one as a substitute for the others. A product described as wind resistant also does not establish how the whole roof will be attached.

Do not collapse the FORTIFIED levels
LevelDistinction to confirm
FORTIFIED RoofRoof-focused requirements include enhanced deck attachment, a sealed roof deck and other roof-system details.
FORTIFIED SilverAdds requirements beyond the Roof level, including additional vulnerable building components as applicable.
FORTIFIED GoldAdds an engineered continuous load path connecting the roof, walls and foundation. This is not a generic promise included with every Roof-level job.

These are orientation points, not an installation checklist. Use IBHS’s Roof overview and level comparison, then ask a qualified evaluator to identify the applicable standard and evidence. Our FORTIFIED guide explains the separate designation process.

What stronger roof details are trying to prevent

The covering, its edges and the deck have different jobs. Wind can begin lifting a vulnerable edge; loss of covering can then expose the deck to rain. Deck attachment addresses whether sheathing stays secured. A sealed roof deck addresses water entry through deck joints if the outer covering is damaged. One measure does not perform all three jobs.

Roof edge, deck attachment and water entry are separate concernsThree sloping conceptual layers show the covering, sealed deck plane and structural support. An upward arrow at the outer edge identifies wind uplift; a downward arrow marks water reaching the deck after covering loss. This is not an installation detail.Edge liftWaterAttachment to supportLayers separated for explanation
Original concept, not a construction detail or to scale. Navy represents the covering; gold marks the sealed deck plane; gray shows deck/support. The arrows explain different failure paths, not a tested performance result. Actual methods must follow the applicable standard and product instructions.

IBHS’s FORTIFIED Roof overview connects reinforced edge details, enhanced deck attachment and deck sealing to these mechanisms. Its 2025 technical resources include the current standard, roof-specific checklists and compliance forms. An evaluator identifies the applicable route; this drawing is not a substitute for that process.

Compare costs by what the quote includes

Two roofs with the same house floor area can need different quantities and access arrangements. Compare measured roof area and geometry, the existing layers, deck condition, edge and wall details, and the proposed covering. A low total cannot tell you by itself whether work is missing.

Write the open decisions beside each bid

  • What is included in deck repair, and how is additional work priced and approved?
  • Who obtains the permit and coordinates required checks?
  • Which flashing is replaced, and which existing components are retained?
  • Are evaluator charges and designation documentation included or separate?
  • Which warranty is supplied, and who confirms registration when required?

If a grant affects your budget, verify approval before relying on it. Strengthen Alabama Homes has a funding-limited application process; an address in Baldwin County is not an award. Check the official schedule and our SAH application guide. Keep costs outside the approved scope visible in your contract.

Put the designation scope beside the base replacement

Some of the physical work may already appear in a compliant base replacement. Do not pay for the same item twice, and do not assume that performing one stronger detail produces a designation. Have the proposal identify what is already included, what changes and who records it.

The designation cost is therefore not a universal surcharge per square. It can include a changed construction detail, additional documentation, evaluator services or corrective work to establish eligibility. Request those amounts separately when they affect the decision. Do not count a possible grant or insurance change as money available until the responsible program or insurer confirms it for the property.

Arrange the evidence before the work is covered

A finished roof photograph can show its appearance, but it cannot prove a hidden attachment pattern or sealed deck. Agree on the evaluator’s visits and required records before work starts. At the end, keep the actual designation certificate with the permit and warranty file. A contractor’s use of the word “FORTIFIED” in a bid is not the certificate.

Finish with records that belong to this roof

Keep the approved scope, changes, permit record and required completion documentation together. If FORTIFIED was part of the agreement, obtain the designation certificate rather than relying on a shingle invoice. Give your insurer the records it requests and ask it to explain any policy effect; do not subtract a promised insurance percentage from the roof price.

Ridgeline Construction’s Spanish Fort service-area team serves local homeowners, including Daphne. Request a roof assessment with your address, the section of roof that concerns you and any existing proposal you want to discuss.

Frequently asked questions

Does a Spanish Fort or Daphne mailing address tell me which permit office to use?

Not reliably. Confirm the property’s permit jurisdiction using its physical address and parcel record. A mailing-city name can differ from the authority responsible for the work, so a neighboring home’s permit requirements may not be the right starting point.

If my replacement includes stronger roof details, is it automatically FORTIFIED?

No. Physical roof work and the designation process are separate parts of the scope. A proposal should identify the applicable requirements, evaluator and documentation, and the completed project should have an issued designation certificate. A product invoice or the word “FORTIFIED” on a proposal does not replace that certificate.

Should a FORTIFIED upgrade be priced as a second complete roof?

Compare the actual work line by line. Some items may already be included in the base replacement; others may change or require additional evaluation and documentation. Identify those differences rather than assuming every item is additional or that every project has the same upgrade charge.
